Source first, or the stain comes back

Every water mark on a Dubai wall has one of four origins: a pipe in the wall or the slab, the AC, the flat above, or the outside. The leak team's report names which, and the make-good does not start until it does. Water on the floor under a fan coil unit with a dry tray is usually not the AC at all, and the AC leaking water page walks through that split; a wet patch that tracks along a corridor across several flats is a riser, and a riser is the building's problem rather than yours.

The moisture check before any coat is comparative: the same meter that the leak survey uses is read on the damaged patch and on a dry area of the same wall, and the patch is not primed until the two readings agree. Filler skimmed over a patch that is still wet dries chalky, shrinks, and pops off in a disc a month later with the paint on it. Gypsum board that has taken water cannot be skimmed back; the paper face delaminates and the core crumbles, and the wet section is cut out and replaced. A ceiling board that has sagged is replaced, not propped.

Finding where the water came from is the water leak detection job, done first. Paint applied over a source that is still running comes off, and this page does not sell that.

Who pays: tenant, landlord, building, or the flat above

The tenancy law makes the landlord responsible for maintenance during the lease and for repairing defects that affect the tenant's use, unless the contract says otherwise, and the Land Department's guide extends that to any defect, damage, deficiency and wear and tear not attributable to the tenant. In a jointly owned building the structural walls, ceilings and the services that serve more than one unit are common parts, and a unit does not include the utility services inside it that serve the common parts or another unit. Water from a riser, a shaft, the slab above or the chilled-water loop is therefore a common-part problem, funded from service charges; the management entity carries liability cover for damage to occupants and disputes go to the Rental Disputes Centre, which has exclusive jurisdiction. Water from the flat above's own fixture or appliance is that owner's problem, and the guides describe the same evidence pack for both routes: a dated written notice to the management entity, photographs, and a leak report with the source attributed.

DEWA's responsibility for the water supply stops at the meter; everything beyond it is the customer's. The repaint invoice and the leak report are the two documents every one of those parties asks for, and the make-good is written up so that it can be attached to any of them.

The stain, the salt and the primer

A water stain is not dirt. It is tannin from the plaster, rust from a rebar or a bracket, and the minerals the water carried, and all three migrate through ordinary emulsion; a stain that reappears through a fresh repaint is either still wet or was never blocked. Once the wall reads dry, the mark gets a stain-block primer before any colour, and the whole wall is repainted corner to corner rather than the patch, because a patch of fresh paint in an aged white reads as a rectangle under window light.

The white bloom that appears as a wet wall dries is efflorescence, salts carried to the surface and left behind as the water evaporates. It is brushed off dry; washed, it dissolves back into the wall and returns through the new film. Where the render itself has blown and is re-rendered, the fresh cement is alkaline and takes an alkali-resistant primer before emulsion, which is the primer the exterior datasheet specifies over cement plaster for the same reason.

Mould: kill it, dry it, then a hygiene emulsion

Mould in a Dubai home grows where a cooled surface meets humid air. The bedroom side of a bathroom wall is cooled to bedroom temperature, the shower side is warm and wet, and the gypsum between them takes the condensation; once it does, mould follows. A bathroom without an extractor, or with the door kept shut all day, produces the same result on the ceiling.

The order is fixed. Live mould gets a fungicidal wash and full drying before the first coat, which is the same instruction Dulux prints for its own exterior range; paint over live growth and it comes through the film. The wall is then read dry on the meter. Wet rooms get a hygiene emulsion; Jotun's Fenomastic Hygiene Emulsion is the one retailers list for kitchens and bathrooms, and the product on any given job is Jotun, Dulux or an imported system specified to the substrate and named on the quote. If the room has no ventilation, the coating buys time and the extractor fixes the cause, and the quote says so.

The summer version arrives in September. A home left for six weeks with the AC off, or set high to save the bill, comes back with damp patches, insects and mould around the AC vents and on the walls, which is the pattern the press reports every year. The mould around a supply grille is condensation on the coldest metal in the room; the vent is cleaned, the ceiling around it is washed, dried and given a hygiene emulsion, and the AC is serviced before the paint, not after, or the same patch is back by October.

After a flood, or after the April 2024 rains

Ground-floor units, basements and anything under a podium garden take water from below and from the side, not from a pipe, and the make-good waits for the slab and the lower wall to dry all the way through, which is measured on the meter rather than guessed from the calendar. Skirting comes off so that the bottom of the board can dry and be inspected; swollen board is cut out at a clean line above the tide mark and replaced; render is left to dry before it is primed. Who pays after a flood is contested. After the April 2024 rains the government stated that developers and building management companies should restore and repair properties and communities at no additional cost, and developers argued force majeure. The tenancy and jointly-owned-property positions above still apply between tenant, landlord and building; the flood adds an insurer and, sometimes, a developer to the list of parties who want the same dated report.
